Should my Chihiros A II rattle when moved?

Purchased a new Chihiros A II model 45cm. My package was shipped from China to the US. The exterior box, interior box and light all had the same yellow packing tape holding it together. Which I assume was customs looking inside.

The light makes a sliding/rattle noise when moved back in forth coming from the center of the LED panel. Is this normal?

Yes it may be checked by your country's customs.
The sound may come from the inside led beads panel, it's smaller than the outer casing.
Plug in the light, use the app, can the light be controlled? If yes the light has no problem.
