How do I install the Chihiros wrgb universal retractable legs?

How do I install the Chihiros wrgb universal retractable legs? They don't come with screws to secure them through the holes, and both the black rods and the stainless steel legs are completely loose, with the risk of falling off.
Does everything stay loose like this, or is there a way to secure them so they don't come off?
Aren't these holes in the rods meant for screws to secure the structure?
