Help needed with Co2 2.5L Generator Kit

I don't know what I am doing wrong. No CO2 is coming out and when I turn the needle valve, CO2 escapes via the valve instead of going through the bubble counter. Is it a problem with my CO2 Regulator? I just bought this kit.
