Chihiros Regulator Pro Manifold Block Problem

I have installed the Chihiros Regulator Pro Limited Edition and am having a problem with the included manifold block adjustment knob. The pressure gauge is working as expected, and I have set it to the proper psi for my diffuser. I see bubbles in the bubble counter, but the only way to adjust the bubble count is to adjust the psi on the main gauge. The manifold block adjustment knob under the bubble counter does not increase the bubble count; it only turns it off.
