Chihiros 120 WRGB II SLIM - not strong enought?

Hey, i have 120cm x 50cm x 40 cm planted aquarium and plants are not growing. They are growing very slow.
Hemianthus callitrichoides is not growing at all.
I've started with 30% of light and then when it was around 90% alge problem starts. Tank is 2months old so this can be a problem but main question is does Chihiros 120 WRGB II SLIM is enough for such tank and when nitrogen cycle will be complete i should raise to 80-90%?

I'm dosing fertilise and Co2.
 
WRGB II Slim 120 is good for that tank length and height, for the width that light only has 2 rows of led beads so if you plant densely it could be weak.
Started with 30% is right, no need to put it at 90% cause it's only 2 months. Too much brightness can cause algae problem.
Now you can put brightness at 50%, then add 5% each week for the growth.
As for the CO2, you can set 2 bubbles per second.
