Blue LEDs not getting full brightness

Hi, I bought a used Chihiros WRGB 2 120cm light. I have 3 Chihiros lights already and really like them and the app. The blue LEDs were not showing up very bright and about 10 were not working whatsoever. Had an electronics repairer take a look at it. He ended up replaced around 40 LEDs as he had to buy a minimum amount anyway. Fixed the 10 dead ones but still not working on full power. Suggested it might be the Bluetooth Controller. I found one and replaced it but there was no change. Any, ideas of where the issue might be?
 
Please follow below steps to test:
1. Check the power adapter, is there a tiny green indicator light? Is it stable or flashing?
2. In the app switch to Manual mode. Test each channel below:

*Red: Green and Blue at 0%, slide Red from 0% to the max.
*Green: Red and Blue at 0%, slide Green from 0% to the max.
*Blue: Red and Green at 0%, slide Blue from 0% to the max.

See if there is one color cannot react normally.
3. In the app switch to Manual mode, press the “All” button, take a clear photo of the whole led beads panel.
Unplug the light, take a clear photo of the whole led beads panel.

Okay, I did the manual mode one by one to the max. Red and Green are fine. Blue is still not bright. Attached photo of All. And photo of Blue on full power.

This photo is not clear, and it doesn't cover both sides of the light.
Please provide more clearer photos:
1. In the app switch to Manual mode, press the “All” button, take a clear photo of the whole led beads panel.
2. Unplug the light, take a clear photo of the whole led beads panel.
