Unable to connect Doser

Hi, I bought a new doser. Followed steps but when I search for the doser under new device it doesn't show up. It is plugged in, I installed the correct battery, light is green on power adapter.

Did you make sure open Bluetooth, GPS(for Android) and Location Service?
Did you allow all the permissions when open the app?
Is the app My Chihiros the latest version downloaded from App Store or Google Play?
